32-th meeting of the ICAP in Yalta


Tatiana Kamenskaya, the Managing partner at Law firm "Kamenskaya & Partners", participated in the 32 th meeting of the Interstate Council for Antimonopoly Policy (ICAP), held October 7-8, 2010 in Yalta (Ukraine).

The event was attended by leaders and representatives of the antitrust agencies of - the CIS countries, representatives of the CIS Executive Committee, non-commercial partnership "Promoting Competition in the CIS countries, other experts and representatives of law firms.

At the meeting of experts ICAP antitrust agencies discussed issues of improving the regulation of natural monopolies, the characteristics of the detection and investigation antikonkonkurentnyh concerted action in public procurement.

Particular attention attracted the results of the Headquarters on joint investigations of violations of the antimonopoly legislation in CIS member states.Also sparked a lively discussion of the draft model agreement on air communication between the CIS member states. The agreement was prepared in the framework of the decisions of the Council of Heads of CIS governments to report on the state of competition in the market of passenger air transportation".  

Anatoly Golomolzin, Deputy Head of FAS Russia spoke about the concept of preparing a draft federal law on natural monopolies. Participants in the meeting it was decided at the next meeting of the ICAP discussed in more detail aspects of the regulation of natural monopolies.

The next meeting of the ICAP will be held in the spring of 2011 in Dushanbe (Tajikistan).
